Primary Purpose of the Job:
To provide strategic operational and operational leadership for the Council and will closely coordinate all works with the Council and Senior Leadership team and further to direct, develop and manage the context and enabling conditions for the whole Town Council to achieve its aims indicated in its approved framework of vision, mission and strategy. Furthermore to facilitate Town Council work and to address its strategic objectives and requirements for the management team and provide the leadership that will enable the latter to establish its capacity, structures and conditions within the Town Council that will translate into achievement of the aims of the Town Council.

Perform the duties of the Chief Executive Officer in terms of the Local Government Act, 1992 (Act No. 23 of 1992) as amended

Perform the duties of the Accounting Officer in terms of the Public Procurement Act, 2015 (Act No. 2015) as amended.
Minimum Requirements:
-
Grade 12 Certificate and
-
Honors Degree at NQF Level 8 in Business Administration/ Management/Public Administration/Management
-
Nine (9) years appropriate experience of which at least five (5) years should have been at Senior Managerial capacity.

General Management skills, Sound financial Management, knowledge of Project Management knowledge, Human Resources Management knowledge, Sound interpersonal, communication and presentation skills.

Must be a Namibian Citizen.

Valid Code B Driving License
-
No Criminal Record (attach a certified copy of Certificate of Conduct not older than 6 months).

Master’s Degree at NQF Level 9 in Finance, Business Administration/Management or Public Administration/ Management will be an added advantage.

Managerial experience in local authority environment will be an added advantage.
