Minimum Requirements:
- A relevant Bachelor’s Degree or equivalent (NQF Level 7)
- At least nine (9) years of substantial and/or combined experience in:
- Finance
- Administration
- Human Resources Management
- Planning and Development
- Additional Requirements:
Preference will be given to candidates with a Master’s Degree in the relevant fields - Must currently hold a Director Grade 3 position (or equivalent) with a proven track record
- Comprehensive knowledge of legal instruments related to Regional Council administration
- Strong strategic management experience with demonstrated leadership and team management
- Forward-thinking, adaptable, and open to innovation
- Proficient in MS Office and professional accounting software
- Possession of a Senior Management Development Program (SMDP) or MMDP certificate
Core Responsibilities:
The Chief Regional Officer acts as the primary strategic executive of the Regional Council and the key link between line ministries and directorates in the region. The successful candidate will lead the implementation of the Strategic Plan and Harambee Prosperity Plan II, turning vision into actionable goals.
Main Duties:
- Drive sustainable, performance-based administration within the Council
- Serve as the Accounting Officer as required by law
- Present and manage the Regional Council’s Annual Budget
- Oversee resource management and service delivery optimization
- Lead and coordinate Council staff and Management Committee activities
- Ensure budget preparation and financial reporting
- Develop and enforce policies and strategic plans
- Advise the Council on administrative policy matters
- Collaborate with legal entities including the Ministry of Justice
- Promote transparent and effective use of Regional Council resources
- Implement and monitor decentralized functions
- Foster relationships with central government, other councils, and key stakeholders
