Job Summary and Key Responsibilities:
The Directorate: Legal Advice is a directorate within the Ministry of Justice and is mandated to provide research capacity to the Attorney-General in fulfilling his/her primary constitutional mandate to render legal advice to the President of the Republic of Namibia and the Namibian Government (including all Government Offices/Ministries and Agencies. Regional and Local Authorities) in terms of Article 87 of the Namibian Constitution.
The Chief: Legal Advice, as the head of this directorate, holds a key position and is responsible for providing strategic leadership and management oversight for the efficient functioning of the directorate.
Key Responsibilities:
⦁ Provide administrative support to and draft legal opinions and legal advice for the Attorney General to advise Government Offices, Ministries, and Agencies on a broad spectrum of complex legal issues.
⦁ Scrutinize bills, draft, review and negotiate contracts/ agreements, memorandum of understanding, treaties, and any other official documents for Government.
⦁ Collaborate with relevant stakeholders of Government – domestically and internationally.
⦁ Attend local and international meetings, conferences, workshops, seminars commissions of enquiries, disciplinary hearings, negotiation forums and other events as and when required on behalf of the Attorney General and Government at large.
⦁ Lead and manage a team of legal officers and support staff at a strategic level and be responsible for the overall staff performance and achievement of the strategic objectives and mandate of the directorate in alignment with that of the Ministry of Justice.
⦁ Foster a positive and collaborative work environment that encourages innovation and excellence.
Minimum Requirements:
⦁ An LLB/ Degree at NQA level 8 (or equivalent qualification)
⦁ Minimum of 9 years appropriate experience, of which four (4) years should be at Management level (i.e. Deputy Chief Grade 3 or equivalent levels if coming from outside the Public Service)
Additional requirements
⦁ Specialized knowledge (Qualification at master’s level – NQA L9) in any of the following fields will be considered as an added advantage:
⦁ Constitutional and Administrative Law,
⦁ Intellectual Property Law,
⦁ Environmental Law,
⦁ Property Law.
⦁ Public and Private International Law.
⦁ Mining Law.
⦁ Petroleum Law,
⦁ Aviation Law,
⦁ Maritime Law or Law of the Sea,
⦁ Cyber Law
⦁ Admission as a Legal Practitioner
⦁ Possession of a driver’s license
⦁ Strong analytical, problem-solving and decision-making abilities
⦁ Excellent communication skills
⦁ Sound knowledge of Government policies and
procedures
⦁ Demonstrated ability to handle high-pressure situations
⦁ Strategic management skills
Psychometric testing is mandatory for all short-listed candidates.
