Key Performance Areas, amongst others:
1. Systems Control
To manage (plan, organize, administer and control) CENORED’s electrical power
distribution and supply systems control function and associated electronic support and
communication systems in terms of the Namibian Electricity Safety Code (NESC),
Namibian Grid Codes and CENORED’s particular rules and instructions respectively
and as amended by being responsible for:
the operation and maintenance of the Systems Control Centre at Technical
Services Offices in Otjiwarongo and associated equipment and assets;
the operation and maintenance of any mobile or emergency system control
centre;
the system controllers on duty;
acting as system controller;
Responsible for the overall control of CENORED’s electrical power distribution and
supply systems and in addition to any other duties or responsibilities specified
elsewhere, for carrying out the duties of:
ensuring the safety of human life, safety of equipment and the continuity of
power supply to customers, in that order of priority;
issuing instructions as set out in the special operating procedures;
issuing instructions for safe operations on the power system under his/her
control;
Records and analyze near misses, contradictions, procedural problems and propose
solutions and procedures to the Electrical Safety Committee for continuous
improvement in procedures and training.
Systems Control controls, monitors, operates and prioritizes the all voice
communication and protocols used by system controllers, appointed operators or
authorized persons and respective supervisors of CENORED and customers and other
system controllers.
Systems Controller controls, monitors and operates remote power system control and
monitoring installations.
Systems Control sets, announces and synchronizes the time used throughout CENORED
license and operating areas.
Train on the job, and submit training requirements for system controllers and alternate
staff.
Report formally all malfunctioning equipment in or for the proper operation of
the Systems Control Centre to the respective instances.
2. Operations and Maintenance
Manage the (artisan, support team) dispatch function triggered by alarms, monitoring and
through customer information.
Compile, update and issue the monthly, quarterly and annual outage schedule to the
relevant corporate departments and managers for work-coordination.
Report observations in writing on faults, problems encountered and time to repair or
reinstate in order to assist problem solving and QOSS recording and improvement.
3. Administration and Communication
Keep, maintain, control and safely file all Systems Control Centre logbooks as required by
the NESC and other systems (mimic, issuing, call centre, dispatching etc) separately or
combined as available and necessary and retrieve information needed for feedback or
investigations.
Collect, check, control and safely file all counterfoil books of instructions and permits as
required by the NESC and other systems (mimic, issuing, call centre, dispatching, QOS,
Cartrack etc) separately or combined as available and necessary and retrieve information
needed for feedback or investigations.
Collect, check and safely file electrical station logbooks after a certain time period.
Plan, maintain and publish to all relevant parties the Systems Control Centre duty schedule.
Compile, maintain and publish to all relevant parties the stand-by schedule of appointed
operators, authorized persons and supervisors from information supplied timely by
Superintendents Technical Services and other Departments.
Compile, maintain and publish to relevant parties the list of authorizations, duties and
telephone numbers as per NESC.
Compile, and report to technical management monthly statistics at the NamPower
transmission supply points based on data received from Engineering.
Compile, maintain and publish to relevant parties problems with pre-paid meters (PPM),
PPM after hours vending, tariff and LPU circuit breaker changes.
Issue and safely file copies thereof and copies of receipts for MV operating drawings,
standard operational procedures, specific switchgear operating manuals and training
manuals as provided by Engineering, O&M and the Electrical Safety Committee.
Keep master records of all fuse and circuit breaker settings and ratings and give feedback on
incorrect trips regarding protection for further investigation and rectification purposes.
Upgrade and maintain the flow of relevant information to respective technical management
by means of immediate, daily, weekly and monthly reports.
Upgrade and maintain the relevant flow of information to customers and NamPower as per
guideline in terms of messaging, faxing, e-mailing and phoning and specific assigned media.
Manage media releases or inputs to media releases regarding outages for Corporate
Communications to be advertised in the mass media as per guideline.
Maintain a high level of customer interaction that leaves an impression of competence at the
Systems Control Centre. Customer information shall be based on Area Manager or
Superintendent information and evaluation of the situation.
4. Organizing and Planning
Receive all outage requests (routine/ planned and emergency) from O&M and NamPower.
Co-ordinate and liaise with relevant parties about shut-downs in order to keep clients,
especially large consumers, up to date with shut down periods.
Prioritize shut downs, outages and restoration of supply with due consideration of the
events and consultation with the respective Area Manager and Superintendents.
Decide on best advice to customers.
Provide information required for annual budgets.
Provide expert advice and engineering support to the Manager: System Control & Plant
Maintenance on critical identified weaknesses on the respective system to make sure that
these problems are addressed in the master plan (long term planning).
Keep records and advise on problem areas (intermittent faults, system weaknesses, under
voltage, overloading problems, etc.) and request the Engineering Division and/or the
Operations Section to investigate and rectify the problem.
Act on daily, weekly, monthly, quarterly and annual objectives set for the section.
Requirements:
Grade 12 (20 points in five subjects).
A good qualification in English, on the level of grade 12 second language.
National Diploma in Electrical Engineering (S4/T3, Technician). Alternatively, a Trade
Diploma (Level 4/ N6, Artisan Electrician) in Electrical field, including completion of
the apprenticeship as Electrician.
Code B driver’s license (unless physically disabled)
Experience:
At least 3 years required experience in practical operating (switching, linking, safety
testing and earthing operations) on MV distribution systems.
National Diploma: At least 6 years from graduation to National Diploma.
Trade Diploma: At least 7 years from obtaining the Trade Diploma and or level 4/ N6,
whichever was the later qualification.
Specific Pre-appointment Training
Practical OPERATING (switching, linking, safety testing and earthing operations) on MV
distribution systems.
Control centre operation, alternatively work under control centre instructions.
Good PC literacy (particularly Windows office or similar: Word,Excel, Outlook).
Advantageous:
SCADA or remote-control systems, call centre.
BTech Degree in Electrical Engineering.
MV Authorization.
