Director: Finance and Administration Department
Grade: M3 (E3)
REQUIREMENTS:
Knowledge, experience and skills:
- A registered Chartered Accountant and/or relevant professional qualification plus a minimum of 10 years’ experience in a regulatory/financial environment of which five years should have been at management level.
- In depth knowledge of all facets of accounting. Knowledge of Generally Accepted Accounting Practice (GAAP), International Financial Reporting Standards, VAT Legislation, Bank of Namibia (BON) Act, accounting compliance requirements, etc.
- Understanding of the procurement, treasury back-office management, asset management, project management and facilities management functions will be an added advantage.
- Strong leadership abilities with good self-awareness and people management skills. Strong analytic and communication skills with the ability to present clear, fact-based analysis.
- Possess excellent planning & organizing, performance coaching, conflict resolution, strategic thinking, judgement, and interpersonal relationship skills.
DUTIES AND RESPONSIBILITIES
The principal accountabilities of this position are to:
- Provide strategic direction and leadership to the Bank’s Financial Administration to fulfil the Department’s strategic and operational mandate.
- As the Chief Financial Officer ensure that the financial resources of the Bank are allocated and utilized in the most prudent and effective manner. Overseeing all financial activities including disbursement. Report to Board on all financial matters on a quarterly basis, oversee the publication of the Bank’s monthly Financial Statements in the Government Gazette as required by the Bank of Namibia (BON) Act and ensure annual Financial Statements are fully compliant with International Financial Reporting Standards (IFRS) and the BON Act.
- Facilitate the budgeting and forecasting process, with the ability to prepare financial plans that incorporate the key drivers of the business.
- Direct the Procurement function of the Bank to ensure value for money, quality, and optimal delivery schedules.
- Manage the facilities, assets, and project of the Department to ensure fully functional facilities and equipment, to meet the organization’s objectives, and thereby achieve cost and efficiency gains.
- Direct the back-office function and supports the front office by confirming treasury transactions in a timely manner and perform timely bank reconciliations to ensure all funds are expected as per the budget.
- In consultation with Divisional Management, identify all risks relevant to the Department, put in place mitigating controls to address identified risks and provide reports to the Risk Management/Board Committees.
- Undertake special projects as directed by the Governor/Deputy Governor.
REPORTING:
- The position will report directly to the Deputy Governor
