Minimum requirements: An appropriate B Degree at NQF Level 7 plus 6 yeas appropriate
experience.
This job category includes personnel involved at supervisory level and includes personnel
who supervise occupationally related operational staff and if necessary overhead
supervision of support staff by independently performing the following duties:
Assists with the development of M&E systems for the coordinated design, planning,
management and monitoring of programmes/projects within identified priority;
Contributes to the development and implementation of performance monitoring and
evaluation strategies;
Assists in the conduct of ongoing reviews of the implementation of M&E systems within
National Assembly;
Reviews M&E findings and best practices and disseminates information to stakeholders to
facilitate evidence-based planning, learning and informed decision-making;
Undertakes research on best practices and trends in M&E to keep abreast of modern
best practices and makes recommendations for their inclusion in current and future
projects, programmes and policies;
Represents the National Assembly at meetings, conferences, courses, seminars,
committee meetings and workshops;
Assists with the design, facilitation and coordination of recommended capacity building
initiatives, such as workshops and training programmes for relevant stakeholders, in order
to facilitate a culture of results-based management;
Assist Standing Committees with evidence to aid decision making;
Collect and organize data that on the implementation of sector strategic plans and
budgets
Summarize and analyse data for the information of Standing Committees
Assist in the analysis of progress/performance of Parliamentary oversight by Standing
Committees
Prepares Notes for Directorate Management for and periodic and/or ad-hoc reports on
matters related to the monitoring and evaluation of national projects or programmes;
Regular data collection through Deputy Directors and Project Managers for routine
reporting;
Ensure quality of the data by verifications and validations;
To record, manage and preserve monitoring and evaluation data in a safe and
accessible way;
To analyze and discuss findings on progress/performance of the Directorate based on
regular monitoring data;
To follow up on reports and recommendations submitted to line Ministries;
Provide technical support on M&E and evidence-base recommendations to the relevant
Deputy Directors and Project Managers;
Participate actively in programme planning and budgeting processes;
Support Deputy Directors and Program Manager in developing quality monthly, semiannual and annual organizational reports for respective donors
Support Deputy Directors and Program Manager in dealing with any other tasks as may
be required
