Salary Scale : N$478,220 – N$502,753 per annum
Salary Notch : N$478,220 per annum
Motor Vehicle Allowance : N$102,701 per annum
Housing Benefit : N$68,188 per annum
Minimum Requirements: A B-Degree (NQF L7) plus nine (9) years appropriate experience.
Supplementary requirements: Candidate must have served five (5) years and above at
middle management level i.e Grade 6 or equivalent levels if coming from outside the public
service (applicants from outside the public service must attach proof of their current levels).
Preference will be given to candidates with B-Degree majoring in International Relations,
Political Studies, Public Administration/Public Management or Public Policy.
Work orientation factors: the position requires travelling and being on duty call 24/7.
Competency required: ability to follow and analyze national and international
developmental issues; good writing, listening and oral communication skills; be prepared to
work long hours including weekends and under pressure; be innovative and has ability to
take initiatives, making complex decisions in challenging circumstances; good relationship
management skills; good problem solving skills; personal integrity; honesty; and maturity
when especially approaching issues that involve Members of Parliament.
Main duties
Coordinating, supervising and directing the work and activities of staff within the Division;
Oversees planning and managing the operations of the Division;
Ensure the provision of protocol and hospitality services to Presiding Officers, Members of
National Council and visiting dignitaries;
Oversees the organization at official and ceremonial functions hosted by National
Council;
Attends National Council proceedings as Clerk –at-the-Table;
Ensures that the Division serves as a link between the National Council and other
Parliamentary bodies;
Ensure that the Order Papers and Minutes of Proceedings are edited, produced and
distributed on time;
Develop policies pertaining to operations at the Division;
Liaises with institutions whose work is relevant to the Division;
Ensure proper maintenance of the buildings of the National Council;
Prepare weekly, monthly and annual reports on the activities of the division;
Ensure that the National Council’s delegation travelling outside the country is briefed well
in advance on international affairs;
Ensure that bills are timeously forwarded to National Council’s Members of Parliament
and Senior Management team;
Prepare and submit inputs on budgetary needs and other related needs for the Division;
Ensure effective capacity development for staff members within the division;
Implement the performance management system within the Division;
