Jhpiego invites applications for upcoming five year ACHIEVE USAID-funded global cooperative agreement with
the dual objectives of attaining and sustaining HIV epidemic control among at-risk and hard to reach pregnant and
breastfeeding (PBF) women, infants, children, and youth. As well as to mitigate the impact of HIV/ AIDS and
prevent HIV transmission among these populations; and supporting the transition of prime funding and
implementation to capable local partners in order to meet the PEPFAR goal of 70% of funding to local partners.
As part of USAID/Namibia’s DREAMS programming for vulnerable adolescent girls and young women
(AGYW), ACHIEVE will implement DREAMS interventions in two geographic regions (4 districts). Jhpiego,
through ACHIEVE, is looking for following positions that will be working with ACHIEVE Namibia team to
implement DREAMS activities.
FINANCE AND PROCUREMENT ASSISTANT (12 MONTHS CONTRACT); RUNDU
RESPONSIBILITIES
• Examine all financial documents, i.e., expense reports, invoices, purchase orders, contracts, to ensure
completeness, accuracy and validity of financial data, as well as being allowable and in accordance with
terms and agreement of the award and Jhpiego/JHU financial systems and procedures.
• Assets verifications and record keeping.
• Monitor advances and take necessary actions to make sure that no advances are outstanding.
• Provide administrative support to program and technical staff in reconciliation of project advances and
reimbursements.
• Review travel expense reports and per diem templates with supporting receipts and advances to reconcile.
• Oversee proper procurement procedures to ensure policies are followed, as outlined in Jhpiego’s Field
Finance Manual, Procurement Manual and QuickBooks Manual.
• Preparation of payments.
• Process vendor invoices, sub-recipient invoices and consultant invoices on a timely basis.
• Understand the Financial Monthly Report (FMR), and assist with projections and developing annual
budgets, if needed.
• Prepare VAT exemption forms for items shipped internationally and locally.
• Working with program and technical staffs to plan all procurements
• Receive and process order from field and country office team
• Specifying and selecting commodities and products including IEC/Training materials, office
equipment and supplies, etc.
• Preparing and issuing bid documentation to qualified vendors
• Managing quality assurance procedures in conformity with donor requirements
• Negotiating price and payment terms
• Managing procurement request/authorization processes
• Managing bid review and selection process
• Managing purchases, payment (in conjunction with the finance department), logistics planning
and follow-up
• Manage automated procurement tracking system and processes and ensuring that up-to-date
procurement documentation.
• Ensure that paper-based filing system is kept current
Minimum Qualifications
• Degree in Accounting/ Finance/ Business Administration/ Procurement/ Logistics and Supply chain
Management.
• Minimum 3-5 years working experience in accounting and/or finance field.
• Excellent financial and accounting skills.
• Familiar with QuickBooks accounting software.
• Computer skills (including MS Word, Excel, PowerPoint).
• Demonstrated ability to effectively manage several major activities simultaneously.
• Proficiency in Microsoft Office software applications.
• Strong interpersonal, writing, and oral communication (English required and a local language preferred).
• Ability to work independently in an unstructured environment, as well as with a team
• Handle employee salaries with confidentiality.
• Experience working in donor-funded NGOs and global organizations, preferably USG financed programs.
• Ability to travel domestically 20% of time.
