PROJECT OFFICER
DUTY STATION: WINDHOEK
Responsibilities:
Represent Jhpiego Namibia at external meetings as needed, and be able to articulate the goals, objectives, activities and status of the relevant programs.
- Develop and maintain excellent relationships with colleagues, donors and other partner organizations.
- Ensure compliance with organizational and donor policies, rules and regulations.
- Support the development of program annual work plans, including coordinating the drafting process.
- To ensure effective implementation of activities, work closely with technical team leaders, the Project Director, Finance Manager and the headquarters program management team to track program implementation and fund utilization.
- Coordinate weekly program support team meetings to review tasks, share workload across teams and facilitate planning.
- Ensure appropriate program support and management of sub agreements and other contracts with local partners. Coordinate the development of sub-agreements scopes of work and budgets, in consultation with the Technical, M&E and Finance teams and the relevant sub-grantee.
- Provide oversight and coordination for the process of procurement of key program related supplies and equipment, by liaising with the operations team. With the guidance of the technical and district teams, provide Operations Team with an annual procurement plan and follow status of the purchase regularly. Assist to ensure that procurement follows Jhpiego and USG policies and regulations.
- Work with Finance staff to prepare financial projections and work with technical team leaders to adjust activity plans as needed.
- Assist with the preparation of donor reports with the headquarters-based program management team and contribute to internal Jhpiego reporting as required.
- Provide coordination and leadership for the completion of program reports, liaising closely with technical team leaders and M&E Team. Assist SMT by editing and formatting of report documents, success stories and other program and technical deliverables.
- Ensure that technical and program resources, such as training packages, progress reports, job aids, etc. are appropriately catalogued and filed in a place that is accessible to all.
- Ensure the correct branding in implemented according to donor and Jhpiego guidelines.
- Coordinate and ensure that trip reports from all local and international Jhpiego activities and trips are submitted appropriately reviewed and disseminated with program stakeholders, and filed. Ensure that appropriate travel approvals are received in line with donor and organizational policies.
- Ensure appropriate information sharing within the technical and program teams, and with the M&E and Finance and Administration teams.
- Support M&E team to track indicators for relevant program area as well as progress against meeting deliverables and targets.
- Support Program team in the preparation of proposals as needed (gathering intelligence, collecting support documents, editing, etc.).
- Any other task requested by the project leadership.
Required Qualifications:
- Master’s in Public Health or equivalent advanced degree or bachelors plus three (3) year’s additional work experience can supplant advanced degree.
Experience/competency:
- Preferred: 5 years’ experience at PO level at progressively increasing responsibility
- Proven experience successfully managing small or medium public health projects by at least 2 different types of donors, including one USG donor.
- High quality reports submitted on time to donors.
- Provide budget inputs and develop and/or review budgets
- Expenses routinely tracked and countries supported to stay within budget
- Experience successfully leading activities across almost all project phases
Knowledge:
- Strong understanding of at least two technical areas Jhpiego works in.
- Knows financial management, generally acceptable accounting principles, and internal controls
- Able to develop and monitor a budget
- Knowledge USG rules and regulations
- Proficient in Office 365 with strong Word, Excel, PowerPoint, SharePoint, Team Sites

- Strong communication skills: developing communication products (success stories, FB posts, briefs, PowerPoint presentations).
