Chief Operating Officer(5 years fixed) – Namibia Investment Promotion and Development Board
Primary Purpose
The Chief Operating Officer oversees the internal operations and create an enabling business environment for sustainable, efficient and effective internal operations. The COO ensures operational efficiencies in Finance, Human Resource management, ICT, Legal and Compliance functions, administration, logistics, events facilitation of the Board. The COO also ensures the development and implementation of operations controls, policies, administrative, transparency and reporting procedures and systems.

Focuses on creating efficient and effective operations processes and provide accountable and dedicated support and control structures. Demonstrates empathetic, genuine, reliable and tolerant leadership attributes. Possess personal qualities of integrity, credibility, and commitment to the Board’s mandate. Able to multitask; can work within a complex and fast-moving environment, whilst creating a good performance culture and drive the implementation of the set goals and strategies. Ability to communicate effectively, lead diverse teams; foster team cohesion, able to identify challenges, collect data, establish facts, and draw valid conclusions for decision making. Well- presented, business like and flexible to travel.
Key Performance Areas
- Provide direction to the overall Operations and ensure alignment of the operational processes to the business policies, objectives and strategies.
- Define business risks and ensure the implementation of effective controls to mitigate the risks impact.
- Coordinate the development of the consolidated Operations budget based on the strategic direction of the Board.
- Monitor the implementation of the overall budget as per agreed deliverables and recommend remedial action if need be.
- Manage and admister the Board’s funds prudently
- Ensure financial prudence as well as clear segregation of duties in the various departments.
- Ensure timely production of monthly, quarterly and annual financial reports.
- Ensure that organization audits are carried out timely and audit findings attended to.
- Keep abreast with the change in the digital technology and artificial intelligence (AI) space and ensure that the business benefits from innovative technological solutions.
- Ensure that all relevant laws, regulations and policy frameworks are applied and complied with.
- Work closely with the divisional executives to ensure targeted support.
- Build strong internal networks to ensure ease of communication.
- Support the CEO in the overall management of the Board
- Remain aware of policy and strategy related aspects of the Board
- Perform any other duties that might be unrelated but relevant to this job function as assigned by the CEO
Education and Experience Required
The COO is required to hold a minimum of a Masters degree in business or a related field and or Master’s level professional qualifications in related fields. 7 to 10 years of experience in senior management level jobs. The COO is expected to be competent and have an understanding in local and international business operations and have a working knowledge of financial management, people management, ICT and operational governance practices. Demonstrable experience in financial management, experience in overseeing human resources, information technology, legal and compliance aspects.
