MINIMUM REQUIREMENTS: A B- DEGREE AT NQF L9 PLUS 9 YEARS APPROPRIATE

KEY PERFORMANCE AREAS
 To be in charge of the administrative matters for the Division Cash & Debt Management
 Responsible for the development of the Strategic Plan for the Subdivision and co-ordinate
it with the rest of the Department of State Accounts
 To advice the Director in all finance related matters pertaining to Cash and Debt
Management
 To advice and update the Ministry of Finance senior management on all foreign and
domestic Debt issues
 Co-ordinate with line Ministries/Offices/Agencies, Parastatals, Bank of Namibia and other
relevant stakeholders with regard to loans from international institutions
 Provision of assistance in minimizing the cost of borrowing through any restructuring of
existing debt and/or via currency and exchange interest rate options and swaps or bond
consolidation
 Assisting in the evaluation and negotiation of domestic and foreign loans agreements as
well as managing the guidelines of the issuing of Government Guarantees
 To oversee cash flow projections and advise Treasury on pertinent remedies to potential
cash flow problems
 Determination and execution of policy, organization financing, personnel
 positioning and utilization
 Carrying out any other duties as may be lawfully assigned by the Director, Deputy
Executive Director: State Accounts, Executive Director or Hon. Minister of Finance.
