Director Procurement
Direct Supervisor: Chief Financial Officer.
Job Purpose:
To lead the Procurement Unit.
Citizenship:
Namibian citizens shall enjoy preference.
Integrity:
Proof of no criminal record.
Minimum Qualifications:
A relevant, internationally recognised Master’s Degree (NQF 9).
Minimum Experience:
Eight (8) years’ relevant experience.
Professional Registration:
Chartered Accountant or CIMA will be an advantage.
Valid Drivers’ License.
Professional certification or accreditation will be an added advantage.
Key Performance Areas of the position includes:
- Accountable to the Chief Financial Officer regarding the overall performance of the Procurement Unit of the Finance Department.
- Manage the Procurement Unit of the Finance Department including overseeing the Senior Procurement Officer(s).
- Oversee the development, review and implementation of all relevant policies, procedures, and protocols.
- Participate in the strategic- and operational planning and execution processes of NAMRA.
- Implement the Procurement Operational Plan within delegation of authority.
- Monitor and evaluate the departmental performance against strategic- and operational plans.
- Strategically manage the Procurement Division.
- Oversee contract development and administration.
- Develop a centralized procurement program that adds value and efficiency to NAMRA.
- Develop bids and proposals.
- Guide and lead the Procurement Unit of the Finance Department and oversee the implementation of performance management to capacitate the Department in executing its functions aligned with NAMRA’s vision and mission.
- Account for the compilation, submission, and execution of annual unit budgets to the Chief Financial Officer.
- Develop and prepare funding proposals and reports against project and programme-based budgets.
- Maintain prudent financial management and reporting controls.
- Establish and maintain strong internal and external stakeholder relations and collaborate with relevant industry stakeholders as required.
- Any other function delegated or related to the position.
