Direct Supervisor: Chief Legal Officer
Job Purpose:
To lead the Legislative and Operational Policy Unit.

Minimum Qualifications:
- A relevant, internationally recognised Master’s Degree (NQF 9).
Minimum Experience:
- Eight (8) years’ relevant experience.
Professional Registration:
Admission as Legal Practitioner
Valid Drivers’ License.
Professional certification or accreditation will be an added advantage.
Key Performance Areas:
- Accountable to the Director General Customs regarding the overall performance of the Customs (Legislative / Operational Policy) Department.
- Manage the Customs (Legislative / Operational Policy) Department including overseeing the Manager: Operational Policy and International Agreements; Manager Legislative and Advisory Service; and Personal Assistant.
- Oversee the development, review and implementation of all relevant policies, procedures, and protocols.
- Participate in the strategic- and operational planning and execution processes of NAMRA.
- Implement the Legislative / Operational Policy (Customs) Departmental Operational Plan within delegation of authority.
- Monitor and evaluate the departmental performance against strategic- and operational plans.
- Oversee the management of the Customs Legislative and Operations Policy function; Legislative, Objections function; Systems and Taxpayer Registration Services and Guidelines function; and Debt Management, Compliance and Investigations function.
- Monitor the application of Customs and Excise processes and procedures at Regional and other offices to ensure consistent application of rules to minimise appeals.
- Direct the Process rebates and the preparation of efficient appeals procedure.
- Guide and lead the Customs (Legislative / Operational Policy) Department and oversee the implementation of performance management to capacitate the Department in executing its functions aligned with NAMRA’s vision and mission.
- Account for the compilation, submission, and execution of annual Departmental budgets to the Director General Customs.
- Develop and prepare funding proposals and reports against project and programme-based budgets.
- Maintain prudent financial management and reporting controls.
- Establish and maintain strong internal and external stakeholder relations and collaborate with relevant industry stakeholders as required.
- Any other function delegated or related to the position.
