Visions Consulting was commissioned as the official Recruitment Contractor to capacitate the Namibia Revenue Agency (NAMRA) in collaboration with the Ministry of Finance.
NAMRA is the semi-autonomous State Revenue Agency established in terms of the Namibia Revenue Agency Act, 2017 (Act No.12 of 2017). The primary mandate of the Revenue Agency is to assess and collect taxes and duties on behalf of the State and administer tax, customs and excise laws.

Post Designation: Chief: Strategic Communications, Stakeholder Engagement and Taxpayer Education Commissioner
Direct Supervisor: Commissioner
Remuneration: As per Tier 3 remuneration guidelines by the Ministry of Public Enterprises.
Job Purpose: To strategically direct and oversee the NAMRA strategic communications, stakeholder engagement and taxpayer education.
Minimum Criteria
Citizenship: Namibian citizens shall enjoy preference.
Integrity: Proof of no criminal record.
Qualifications: A relevant recognised Bachelor’s Degree in Communication or Marketing (NQF 7)
Minimum Experience: Ten (10) years relevant experience of which three (3) years must have been on middle management level.
Professional Registration: Registration as a Communication or Marketing Practitioner is preferred.
Valid Namibian Code BE Drivers’ License
Key Performance Areas of the position includes:
- Develop and oversee the proper implementation of the Communications-, Marketing-, Stakeholder Relations- and Taxpayer Education strategies and policies.
- Collaborate with leadership to develop and implement external and internal stakeholder engagement activities (e.g. annual strategic planning workshops, annual stakeholder consultations on the Integrated Strategic Business Plan, regular staff engagement and networking events, taxpayer education interventions, inter alia.)
- Oversee and advise on the timeous completion and printing of NamRA’s key publications, e.g. Annual Report, Newsletters, Information brochures.
- Oversee and account for the Public Relations function of NAMRA.
- Advise and ensure maintenance of the website, intranet, and relevant social media platforms.
- Manage the Corporate Identity of NamRA and ensure compliance.
- Liaise with executive team on relevant strategic matters and disseminate information to relevant stakeholders.
- Advise EXCO and internal stakeholders on relevant policy matters.
- Participate on relevant and appropriate national forums.
- Collaborate with all relevant industry stakeholders and disseminate relevant information.
- Ensure the establishment and maintenance of relationships with key stakeholders (customers, relevant government departments/ agencies, national and international partners).
- Advance a positive image and brand of NamRA services.
- Lead divisional staff and inspire employee engagement and a high-performance culture.
- Account for the compilation, submission, and execution of the functional budget in line with delegations of authority.
- Report on the status of the budget at required intervals.
- Any other function delegated or related to the position.
