To manage the research, planning, coordination, and provision of expert regulatory licensing advice to the Electricity Control Board (ECB) on the compliance and the performance on the Namibia Electricity Supply Industry (ESI) relative to identified regulatory instruments and license conditions. Additionally, managing consumer and stakeholder affairs, oversee research and statistics, and the provision of support in other areas relevant to the position.
Key Responsibilities
- Provide Support to the government on the Energy Supply Industry (ESI)
- Assist the government with the restructuring of the Energy Supply Industry (ESI).
- Assist with the opening up of the industry for increased competition and encourage private sector participation through licensing.
- Investigate Energy Supply Industry (ESI) options and benchmark against international best practice.
- Determine and monitor consumer affairs regarding Energy Supply Industry (ESI) complaints.
- Analyse, develop, and promote new regulatory tools.
- Manage in-depth analysis of Energy Supply Industry (ESI) statistics on performance data and compare it against identified benchmarks to identify areas of strength and improvement.
- Develop and present comprehensive reports to the Electricity Control Board (ECB) outlining the findings, recommendations, and strategies to enhance Energy Supply Industry (ESI) in alignment with benchmarks

- 3. Manage Economic, Technical, and Legal Matters Related to License Conditions
- Manage and develop the most appropriate Energy Supply Industry (ESI) structure and rules as per the license conditions.
- Evaluate the licensing of various supply options (Generation, Transmission, Distribution, and Supply) in collaboration with the Economic and Market Regulation division.
- Provide advice and liaise with Government, NamPower, other licensees, and investors on future investments in the Energy Supply Industry (ESI).
- Assist the Technical Regulation (TR) division in setting standards for quality of supply and service in the Energy Supply Industry (ESI) as per the license conditions.
- Evaluate and approve technical license conditions in collaboration with the Technical Regulation (TR) division.
- Assess the technical and compliance of the performance of licensees in the Energy Supply Industry (ESI).
- Ensure compliance of the Licensees requirements.
- 3. License and Regulatory Compliance Management
- Manage licenses by evaluating applications, preparing conditions, and making recommendations to the Board, while maintaining a licensee database.
- Verify adherence to license conditions for the Economic and Technical Regulation divisions.
- Provide input into communications with stakeholders and perform compliance audits.
- Assist in developing performance monitoring and evaluation systems for licensees in collaboration with other departments.
- Arrange stakeholder engagements regarding compliances of licenses
- 4. Energy Supply Industry (ESI) Advice and Dispute Mediation
- Provide expert advice on Energy Supply Industry (ESI) matters, including regulatory compliance and industry trends to the CEO, Board, and Minister.
- Analyse ESI data to identify trends, challenges, and opportunities for improvement.
- Develop strategies to improve Energy Supply Industry (ESI) performance, such as enhancing efficiency, reliability, and sustainability.
- Mediate disputes related to Energy Supply Industry (ESI), working with stakeholders to find mutually beneficial solutions
- Collaborate with internal and external partners to advocate for policies that support a robust and sustainable energy supply.
- Conduct Public hearings related to the ESI.
- 5. Risk Management
- Identify and assess regulatory risks facing the Energy Supply Industry (ESI).
- Develop and implement risk mitigation strategies for the Energy Supply Industry (ESI).
- Monitor regulatory trends and developments to anticipate future risks.
- Coordinate with internal and external stakeholders to address regulatory risks.
- Manage the integration of regulatory compliance into ECB’s risk management framework.
- Report on regulatory risks and mitigation efforts to ECB.
- 6. People Management
- Oversee that staff is sufficiently trained, that annual training needs assessments are conducted.
- Communicate the divisional goals, operational instructions, policies, procedures, and regulations to subordinates.
- Establish performance standards, assign tasks, monitor progress, and take corrective action when necessary to ensure optimum performance.
- Oversee staff adherence to HR systems and procedures with regard to performance assessments, discipline, and grievances.
- Establish a coaching culture and provide strategic and policy inputs to the Executive: Legal and Regulatory Affairs.
- Oversee the implementation of an appropriate succession plan for the department.
- Accountable for the human resources climate of this division.
- Advise on most suitable problem solving regarding the function.
- Oversee implantation of Personal Development Plan (PDP).
- 7. Budget Management
- Compile and motivate the annual budget and submit it for approval to the Executive: Legal and Regulatory Affairs.
- Manage the execution of the budget in line with the delegations of authority framework.
- Provide inputs to the departmental head regarding additional funds required, funding proposals, and budget variances.
- 8. Stakeholder Engagement
- Attend relevant management meetings, divisional meetings, and technical meetings, as well as other ad hoc meetings.
- Maintain strong relationships with internal and external stakeholders.
- Provide operational advice to all stakeholders.
- Participate in relevant stakeholder forums.
- Collaborate with all relevant industry stakeholders and disseminate relevant information.
- Stay informed about technological, economic, social, and political developments in the Energy Supply Industry (ESI) locally and internationally, recommending changes, and contributing to the team’s efforts to achieve results.
- 9. Professional Development
- Maintain professional knowledge by attending workshops, conferences, and courses; through self-study, establishing personal networks, benchmarking state-of-the-art practices, and participating in professional societies.

Requirements
- A Bachelor’s Honours Degree in Electrical and Electronic Engineering, Law, Public Policy, Business Administration, or a related field at NQF Level 8
- Minimum Experience Required: Ten (10) Years relevant experience of which five (5) years should have been at a senior supervisory level.
- Special Requirements / Licenses: A Valid Driver’s License (Code B).
- Added advantage: Registered with Namibian Engineering Council and/or Certified Regulatory Specialist will be an added advantage.
- Knowledge of the of the Namibian Energy Supply Industry and the ongoing reforms in the industry; electricity generation, distribution, and transmission systems.
- Knowledge of diversified, fundamental scientific, and energy engineering concepts, phenomena, and relationships.
- Knowledge of industry regulatory and compliance frameworks, standards, and best practices in power system operation and reliability.
- Knowledge of corporate governance practices and company law, as well as the functioning of SOEs.
- Knowledge of data modeling and statistical skills.
