The Ministry of Health and Social Services (MoHSS) with support from the Global Fund Grant is looking for dynamic, suitably qualified and experienced candidates to fill the following Vacancy

1.Primary Roles and responsibilities

1.1 To provide strategic leadership & oversight functions to the overall Financial Management Framework of the Global Fund
Grant along internationally accepted accounting standards and General Acceptable Accounting Principle (GAAP) whilst
ensuring efficient & effective Grant financial Management and overall Financial accountability;
1.2 The incumbent will serve as Head of Finance and Financial Advisor of the Global Fund Grant in Namibia.

2 Appointment Requirements

2.1 A Bachelor’s Degree NQF Level 7 in Accounting and Finance
2.2 Preference will be given to applicants with a Master’s Degree in Accounting, Finance and Chartered Accountant,
Association for Chartered Certified Accounting (ACCA), Certified Public Accountants (CPA) or any other professional
Accounting qualification.
2.3 9years’ work experience of which 6 years must be at senior management level. Experience on Oracle Fusion: Pastel
or any other accounting software. Knowledge and experience with International Financial Reporting Standard (IFRS),
International Public Sector Accounting Standards (IPSAS) or other General Acceptable Accounting Practice (GAAP)
2.4 Proven 5years experience in managing large budgets from (international) donors, strong financial management skills, and
expertise in international regulations.
2.4 Intermediate Computer literacy Proficiency in MS Excel, MS Word, MS PowerPoint

3. Key Performance Areas:

Financial Accounting & Reporting, Financial Advisory Services, Quality Control & Assurance, Internal & External Audit
functions, Funds & Risk Management, Budgeting, Policy Review & Implementation, Strategic Planning, Staff Supervision,
Capacity Building and Mentorship.

4. Working knowledge on interpretation of the following Administrative Laws and Policies/Legal Instruments:

The Constitution of the Republic of Namibia; Income Tax Amendment Act, 2022 (Act No. 13 of 2022);

State Finance Act 1991 (Act No. 31 of 1991;Treasury Instructions; Public Procurement Act, 2015 (Act No. 15 of 2015); Anti-
Corruption Act, (Act No. 8 of 2003) Global Fund Financial Framework operational manuals; Global Fund Procurement Framework
operation Manuals; Social Security Act, 1994 (Act No. 34 of 1994); Public Service Act, 1995 (Act No. 13 of 1995); Various Public
Service Staff Rules (PSSR); Various Public Service Commission/Management Directives; Cabinet directives and memorandum;
Labour Act, 2007 (Act No. 11 of 2007) (Chapter 3 and Section 138 of the Act); etcetera.
