Duties and Responsibilities
Job Summary:
The District Monitoring Evaluation and Learning Officer will be responsible to ensure the district MEL specific activities are executed as expected. S/he will conduct data analysis and advocate for data usage for performance measurement of HIV Prevention services within the district. Train and mentor cluster and health facility-based data clerks, CCWs district and other health workers on monitoring and evaluation of district Program data. Support MEL activities at all REACH sites and Catchment area. He/she will be responsible for overall data management of the district with guidance from the Regional MEL Officer
Specific Key Performance Areas
· In collaboration with the DTLs, Senior Site Coordinators and the Regional MEL Officer, ensure timely REACH 1 project data collection, analysis and reporting for the district.
· Support MEL activities at all REACH 1 project sites within the district such as trainings, DQAs, and CQI.
· Conduct site visits to support, validate and verify all project data at the site and catchment level together with cluster and facility based DECs.
· Compile and submit weekly, monthly, quarterly, and annually to REACH 1 to Snr Site coordinators, DTLs and Regional MEL Officer.
· Works closely with project staff such Snr Site Coordinators and Nurses to organize and participate on performance review meetings (performance against targets and quality standards)
· Coordinates routine data verification processes with cluster based DECs to ensure completeness, cleanliness, and accuracy, resolving discrepancies by using standard procedures or addressing discrepancies in source documents.
· Verifies entered client / beneficiary data by reviewing, correcting, deleting, or re-entering data; eliminates duplication of data per DHIS2 Tracker data quality rules.
· Regularly test DHIS2 Tracker system changes and upgrades by inputting new data, reviewing output in collaboration with Project HOPE’s MEL personnel.
· Secures information by completing data base backups per DHIS2 Tracker data backup procedures.
· Serves as Point of Contact of DHIS2 Tracker and other MEL related activities for the district.
· Advocate for data usage for performance monitoring of the REACH Project in the districts
· Attend project related and regional data review meetings.
· Is part of the District Continuous Quality improvement/ Management (CQI/M) team.
· Analyses data routinely and prepares a progress to target report for the District CQI Team and other field staff as necessary.
· Support Research Knowledge Management and learning advisor in organizing data collection at district level.
· Contributes to team effort by accomplishing related results as needed.
Qualifications and experience required:
§ A Bachelor’s Degree in Public Health, Epidemiology, Statistics/Applied mathematics and statistic or related fields with at least 3-years related work experience in M&E, data management and analysis in the health sector.
§ Proven ICT skills in Microsoft Office and Data base management on at least one of the following: Excel, EPI info, SPSS, SAS, STATA, and web-based database.
§ Excellent communication skills in English and another Namibian language will be beneficial.
§ Possess excellent communication, training, and facilitation skills.
§ Typing and data entry skills, attention to detail, confidentiality, thoroughness, decision-making, independence, analyzing information, results driven, motivated; and
§ Hold a valid Code BE Driving license.
