Key Performance Areas will include:
Number Administration and SIM Registration
Administers and coordinates the Numbering resources and establishes the numbering needs of consumers of all telecommunications services;
Checks and identifies the new number of licenses that are not in accordance with the national numbering plan and report;
Implements number portability in accordance with supervisor instructions and relevant legislation;
Coordinates the numbering scarce resource for the availability of adequate numbers for end users;
Coordinates and administer the numbering plan to ensure that the demand on the telecommunications numbering resources is met;
Creates awareness about the need for efficient administration of numbering resources and numbering plan;
Assists with the enforcement of regulations in respect of numbering requirements; and
Checks, monitors and investigates the implementation of SIM registration by
telecommunications licensees in accordance with the licence conditions.
Quality of Service (QoS) Coordination;
Informs service providers of their obligations to monitor their service quality compliance monthly and report to CRAN at the required intervals;
Monitor and assess service provider performance bi-annually, compare to QoS KPI targets, based on the monthly reporting and drive testing and report deviations;
Advises service providers in case of deteriorating QoS to improve the specific indices and to further escalate the matter for mandatory enforcement of QoS improvements;
Research, identify and recommend minimum Quality of Service (QoS) standards for the telecommunications industry;
Monitors the technical QoS and KPI regulatory compliance and service improvement;
Provides input into the development of regulations for the consistent implementation of QoS and KPI’s.
Assists with investigations to ensure that service providers meet technical quality of service targets when requested; and
Coordinates and administers the publication and communication of technical QoS and KPI targets.
Requirements
Education, Experience and Skill Requirements:
B Degree in Electronics, Computer Science, Communications, or Information Communication Technology;
Basic project management skills will be an advantage;
Three (3) to Four (4) years of experience within the telecommunications, Engineering, or ICT industry;
Problem-solving and Customer relations;
Proficient in MS Office package;
Good communicator, able to see things from the other person’s point of view; Valid code BE Driver’s license and
Shortlisted candidates will be required to submit proof of Namibian Police clearance
